Dr Joshi is an Electronics and Communications Engineering graduate from IIT, Roorkee. He also has a Masters in Communications and Radar Engineering. He started his career in Indian Railways, but after eight months, he joined the IAS in 1984. He started as an Assistant Collector in Nellore, worked as Sub Collector in Tenali and Vikarabad, Joint Collector and Collector of Krishna.


As secretary, principal secretary and special chief secretary, Mr. Joshi handled the departments of Information Technology, Irrigation and Command Area Development, Municipal Administration and Urban Development, Energy, Medical and Health and Revenue.

He had a nine-year stint in the Ministry of Environment, Forests and Climate Change in two spells in the Central service and served a year as the Vice-Chairman of Joint Implementation Mechanism of Kyoto Protocol in Bonn, Germany. He was also associated with the UN Conference on Environment and Development and UN Summit on Sustainable Development.

Author of a book Management of Trans-boundary Water Resources, one of Mr. Joshi's big achievements was seeing flowing water in various projects, especially in the erstwhile Mahbubnagar district. His dream is to complete the Kaleshwaram Project in time.
