Policy

The Industrial Policy plays a vital role in the Economic Development. With this in mind, the Indian School of Business worked with the Department of Industries to come up with a set of recommendations for the Industrial Policy (2011-2015) for the Andhra Pradesh State.

The primary objective of the recommendation was to suggest an approach to design an Industrial Policy that will foster sustained equitable growth across the State, generate employment, improve employability and achieve holistic development.

Methodology

The recommendations for the industrial policy of Andhra Pradesh have been drafted by studying the existing policy and current Industrial scenario, analysing gaps if any and suggesting recommendations keeping in mind the growth targets of the state. Inputs from:

  • Meetings and interactions with officials from the Government of Andhra Pradesh and officials of other states  and a study of respective industrial ecosystems
  • Studies and analysis of key reports and policies of the government of India, other states such as Gujarat, Tamil Nadu , Karnataka, Maharashtra and policies of other countries
  • Dialogues with CEO’s and key decision-makers of industries in the state and Industry organisations such as CII, Fapsia, Ficci, Hysea, Nasscom, etc.
  • Interactions with distinguished members of academia.
Focus

The Industrial Policy is drafted based on an intensive study of the existing industrial scenario and the targeted growth of the state. To achieve its objective, it must be reviewed on an ongoing basis. The process should involve effective implementation of the policy, periodic performance monitoring, assessment of the impact of the current policies and changes in both the domestic and global economy, and implementing amendments in the policy as and when required.
The focus areas for the recommendations were:

  • Creating a multiplier effect on opportunities for self-employment,
  • Augmenting the supply of competent entrepreneurs through training,
  • Augmenting the supply of entrepreneur trainer-motivators,
  • Participating in institution-building efforts,
  • Inculcating the spirit of “Entrepreneurship” in youth,
  • Promoting micro-enterprises at rural level,
  • Developing and disseminating new knowledge and insights in entrepreneurial theory and practice through research,
  • Facilitating corporate excellence through creating entrepreneurs (entrepreneurial managers),
  • Improving managerial capabilities of small scale industries,
  • Sensitising the support system to facilitate potential and existing entrepreneurs establish and manage their enterprises,
  • Collaborating with similar organisations in India and other developing countries to accomplish the above objectives.
