Lal, Madhav
Executive Director
Mr. Madhav Lal is the Executive Director at the Bharti Institute of Public Policy at ISB.
Before joining ISB, Mr. Lal had a long and illustrious career in the Indian Administrative Service, spanning 38 years. In the last five years of his career, he held top posts in the State and Central Government: as Chief Secretary of Jammu & Kashmir (2011-13) and as Secretary to the Government of India in the Ministry of Micro, Small and Medium Enterprises (2013-15). Earlier, he also served as Member (Finance and Administration) in the National Highway Authority of India and Deputy Secretary in the Department of Economic Affairs (Ministry of Finance). Jain, Aarushi
Associate Director
With 14 years of experience in Teaching, Research and Administration, Dr Aarushi Jain is a person with wide variety of knowledge and experience. She is Ph.D in Public Administration, Double post graduate in Public administration and HR, UGC-NET/JRF/SRF and Accredited Management Teacher (AMT).
She is currently working as Associate Director, Bharti Institute of Public Policy at Indian School of Business. She has previously worked as Chairman, Rural Development and CSR, International Chamber of Service Industry. She has been a visiting scholar at Duke University, USA during 2016-17. She has worked previously at various institutions including the National Institute of Technology, Hamirpur and Himachal Consultancy Organization etc. She is a visiting faculty to various premier institutions including NCGG, LBSNAA, HIPA, IGNFA, IIAS, NACIN etc.
Dr. Jain has also been associated with National Centre for Good Governance, LBSNAA, Mussourie, for research studies as state coordinator for Punjab and Himachal. She has published a book on Public Private Partnership and Corporate Social Responsibility, the foreword of the book being written by Chairman, UPSC. Dr Jain has more than 40 publications in leading international and national journals. Her research interests include Rural Development, Public Policy issues, Women and Girl Child issues and CSR.
She has been a national level table tennis player and an international level quiz wizard. Dr Aarushi Jain takes keen interest in social work. Being the President of Redcross HWS in various districts of Himachal Pradesh, she has worked extensively on social issues as women empowerment, save the girl child campaign, health and education etc. She has been honored for her efforts on various occasions.

Basak, Preetika
Research Associate
Preetika Basak is currently working as a Research Associate at Bharti Institute of Public Policy, ISB. Her research interests broadly cover public policies in the development sector.

Prior to joining ISB, she completed her post-graduation in economics from Jawaharlal Nehru University, Delhi. She has supplemented her education with internships at IGIDR, Mumbai and IIT, Mumbai. Her interest in research developed during post-graduation, got introduced to research work methods during the internships and all the above have been strengthened during her enriching experience at ISB. Besides research, she likes painting and listening to music.
Bhardwaj, Asmita
Project Leader
Dr. Asmita is an urban planner with a doctorate in environment and international development from Cornell University, US and a master’s from Virginia Tech, US. She has more than 15 years of experience in academia, intergovernmental bodies, think tanks, and NGOs including at Amity University - Noida, College of Engineering - Pune, Sushant School of Art and Architecture - Gurgaon, Brookings Institute - US, International Institute of Sustainable Development -US and Canada, United National Convention of Climate Change - Germany, World Vision - US and Tata Energy Research Institute - India.

She has worked on building new educational programs, research projects, writing technical documents, knowledge papers, policy papers, manuals, books, journal articles, international reports, media reports, facilitating international agreements specially with universities, and engaging in training and capacity building exercises.
Her country experience includes working in Canada, Switzerland, Germany, Qatar, Saudi Arabia, India, Kenya, Helsinki, and Ethiopia. 

She has more than 25 publications to her credit, work that has been presented at international and national forums like Association of American Geographers, Association of European Planning Schools, Indian Society of Political Economy, IIT-Delhi and IIT-Madras. Her work has been published in books published by Oxford University Press, Emerald Publishing, and Cambridge Scholarly Publishing, UK.

She has won many awards including the National Merit Scholarship-1995, Gold medals at School of Planning and Architecture-Delhi and was shortlisted for a fellowship at London School of Economics, UK.
Chakraborty, Amrita
Before joining the Bharti Institute, Amrita was working as a Sr. Academic Associate (Teaching Assistant) in ISB for the Management and Executive Programmes. Her previous association with IIM Bangalore as an Intern introduced and equipped her to the research areas of Finance and Accounting and have been strengthened with her experience at ISB. Amrita's interests are in the areas of Corporate Governance, Initial Public Offerings, Financial Modelling & Investment research, Financial Analysis and Valuation. She holds an MBA in Finance from School of Management, KIIT University. She likes to play tunes on her Sitar when not working.
Chauhan, Ripunjaya
TA cum Analyst
Ripunjaya K. Chauhan is currently working as TA cum Analyst at Bharti Institute of Public Policy, ISB.

She has over 4 Years of experience in teaching and research. Her research interests include Development Economics, Governance and Public Policy. She is a post graduate in Economics and UGC NET qualified. To delve deeper into Development studies, she did a short-term course in Development Economics from the London School of Economics & Political Science. She likes learning new data science software and techniques; currently working on Python. Apart from work, she likes reading, painting, baking and gardening.
Devadoss, Robin I R
Research Fellow
Robin is currently working as a Research Fellow with Bharti Institute of Public Policy at ISB.

He has more than seven years of work experience in a range of settings including IT industry, NGO, Government and Academic Institutions. Prior to ISB, he was associated with organisations such as Indian Institute for Human Settlements, MICA, National Centre for Sustainable Coastal Management, and Initiatives for Development Foundation. He has a Master’s degree in Development studies from Azim Premji University. He has a Bachelor’s degree in Computer science and engineering from Hindustan College of Engineering affiliated to Anna University, and has worked with Tech Mahindra after completing his bachelor’s. His research interests include Development economics, Public policy, and Technology. Apart from work, he loves to play badminton, cricket, and kabbadi. He likes to improve on his photography skill as well.
Garg, Pragya
TA cum Analyst
Pragya Garg has completed her post-graduation in Commerce from the Institute for Excellence in Higher Education, Bhopal. During the bachelors she was much inclined towards research and by the completion of post graduation, she has authored 17 research papers out of which 8 are published in the peer reviewed journal. After masters she got an opportunity to work as a Asst. Professor for Commerce at Extol Institute of Management, Bhopal and in Aug 2017 she got a call from Tata Institute of Social Sciences, Mumbai, to work as a Programe Officer for their National University Students’ Skill Development Programme. Beside research, she is much interested in writing and she is a vivid reader not just the research papers. One of her story title as: “One fateful encounter” is also published in the online forum writersnewsleter.

Garg, Sachin
Visiting Assistant Professor and Senior Research Fellow
Sachin Garg is a Visiting Assistant Professor of Public Policy and a Senior Research Fellow at ISB's Bharti Institute of Public Policy. His other affiliations include Policy Fellow at the Schar School of Policy and Government and Research Fellow at the Digital Identity Research Initiative (ISB).  His broader research interests lie at the juncture of technology and public policy, particularly the role public policies play in defining how technology is used for sustainable human development.

His doctoral work in Public Policy at George Mason University’s Schar School of Policy and Government has looked at the duality of “big data for policy” and “policy for big data”. With the rapid rise of digital technologies, new data sources have emerged that can be combined to create rich big data. This big data can be “mined” to get insights and evidence for  public policy making and analysis which was not possible earlier. However, as all data creation is circumscribed by the policy environment, we also need to have “policies for big data” that can help in using “big data for policy”.

Prior to joining the doctoral programme, he worked as a technologist for more than 15 years in the Information Technology sector, with various organisations like HP, Wipro and Yahoo!

Gupta, Himani
Himani is currently working as an Associate at Bharti Institute of Public Policy. She has two years of experience in lectureship and two years of experience as an IT Executive (Team Leader). She has done her B.Tech in Information & Technology from Kurukshetra University. She loves to face challenges and spend time with her family.
Nandy, Ankita
Research Associate
Ankita is currently working as a Research Associate with Bharti Institute of Public Policy at ISB. She has more than 5 years of work experience as a software instructor in the field of IT and Engineering. She has a Bachelor's degree in Electonics and Communication Engineering from National Institute of Technology, Kurukshetra and a Master's in Data Science and Business Analytics from Asia Pacific University, Malaysia. Other than being a passionate educator, she is an avid traveler.
Kalani, Nidhi
Research Associate
Nidhi Kalani, on the surface, is a graduate of Physical Planning course from School of Planning and Architecture, New Delhi and is associated with Bharti Institute of Public Policy as a Research Associate. Before joining the institute, she has worked as an intern in HUDCO's HSMI, New Delhi and Urban Development and Housing Department, Namchi(Sikkim). During the course of her professional career, she has also written a research paper in association with her other team member in HSMI. She likes writing for professional magazines/ journals and create research-oriented info-graphics. As a professional, she likes to learn about spatial planning and policies affecting it. Other than learning new software and technologies, in her free time, she likes to watch TV-series and Harry Potter movies.
Kaushik, Kautuk
Data Scientist
Kautuk is currently working as a research assistant in BIPP. Prior to ISB, she was working as a Data Scientist in an IT industry. Her research interest includes applied mathematics in social sciences. She is post graduate in Operation research from University of Delhi and holds bachelor degree in Mathematics (H) from Miranda House, University of Delhi. Apart from work, she loves to play, read and travel.
Sinha, Meenakshi
Research Fellow, Hyderabad
She is working as a research fellow with Prof. Ashwini Chhatre. Currently, she is involved in studying the necessity and potential for promotion of nutri-cereals in the Scheduled Areas of Maharashtra and the potential contribution it can have on health and nutritional outcomes. Her other areas of research interests include infrastructure development and land use polices, comparative politics and governance  

Prior to this, her doctoral research project focused on the role of new governance actors, Special Purpose Vehicles or SPVs, in shaping urban governance and resource allocation processes, particularly land, in India. To this end, her research project using a comparative state level analysis engaged with two urban transport projects in India, viz. Bangalore metro project and Kochi metro project, to map the processes surrounding land acquisition for the two projects. The study makes a key contribution to the understanding of governance and ownership patterns of large-scale urban transport projects in developing countries. Simultaneously, the study aptly maps the issues surrounding land use planning for urban transport projects in India.
