Cohort 2

After the successful stint of the first cohort, the second cohort of the Meghalaya Legislative Research Fellowship (MLRF) 2024 was initiated on 15th March 2024. Under this fellowship, 10 fellows were recruited after an intensive selection process by a joint panel of experts from the Indian School of Business’s Bharti Institute of Public Policy and Meghalaya Institute of Governance.

Allian R Marak

Allian R Marak completed her post graduation with specialisation in IPR from the Hidayatullah National Law University, Raipur. She holds a BA-LLB degree from the University of Science and Technology, Meghalaya. Previously she worked as an intern in the Tura District Courts, where she gained experience in Civil and Criminal cases. Her interest lies in empowering people, child welfare, and state welfare. She seeks to provide justice and promote legal awareness and provide accessible legal aid.

Carmenia Khongwir

Carmenia Khongwir holds a Master’s degree in Social Work specialising in Medical and Psychiatric Social Work from Assam Don Bosco University. She has a Bachelor’s Degree in Social Work from St. Edmund’s College, Shillong, and is qualified for the UGC-NET in Social Work.  Having worked in the field of public health, she has published research papers on the Factors Influencing Delayed Cancer Health Seeking in Meghalaya and the Perception on Zoonoses Among Livestock Rearers in Rural Northeast India. She has also presented papers at national conferences.

Heather Cecilia Phanwar

Heather Cecilia Phanwar holds a Master’s degree in Politics and International Relations, a Bachelor's degree in Political Science, and has qualified for the National Eligibility Test (NET) in Political Science. A journalist with seven years of experience, she is skilled as a features writer, crafting engaging stories, and has published more than 50 articles. Her experience also includes teaching Political Science at Hill Crest Higher Secondary School, Shillong, working as a translator at N R Management Consultants India Pvt. Ltd., New Delhi, and as a freelance translator for the Meghalaya State Rural Livelihood Society. Prior to this, she interned at the Reach Shillong Ministry. She is also proficient in design software including InDesign, Photoshop, and Canva.

Kenneth Nongsiej

Kenneth Nongsiej holds a BA LL. B (Hons) and has qualified the All-India Bar Examination. He joined the chamber of I. B. Nongrum and Associates, wherein he engaged in practicing criminal and civil cases. Prio to joining the Meghalaya Legislative Research Fellowship, he worked as a Research Fellow under the P. A. Sangma Fellowship for Legal and Policy Research, law department, Government of Meghalaya.

Letitia Iarisa Kharchandy

Letitia Iarisa Kharchandy holds a Master's degree from the Tata Institute of Social Sciences, Mumbai, with a specialisation in Equity and Justice for Children and Families. She has interned with Children’s Aid Society, Mumbai; M Venkatarangaiya Foundation, Bihar; Slum and Rural Innovation Project, Mumbai;, ROOTs TISS Field Action Project, Hyderabad; and Providence School, Shillong.  She is a keen advocate for combating violence against children and refocusing child rights to education. 

Lily Kharthangmaw

Lily Kharthangmaw holds a Master’s degree in Arts with a specialisation in International Relations. Previously, she interned with the General Consulate of the United States of America in Chennai, as well the National Institute of Advanced Studies in Bangalore. She has also worked as an Assistant professor of Political Science for a year before joining the Meghalaya Legislative Research Fellowship. Her area of interests includes global relations and foreign affairs, diplomacy, democratisation, and human rights.

Lyntiborn Marngar

Lyntiborn Marngar holds a Master's degree in Social Work, specialising in Livelihood and Social Entrepreneurship from Tata Institute of Social Sciences (TISS), Guwahati. She has previously worked in the development sector and has worked with various NGOs working in the areas of livelihood, skill development and enterprise promotion, and education. Her areas of interest are entrepreneurship, education, health, and nutrition.

Liza M. Lamar

Liza M. Lamar holds a Master’s degree in Literary and Cultural Studies and a Bachelor’s in English literature. Previously, she led a group of international as part of her work. Her areas of interest are civic management, women’s empowerment, child rights, women’s rights, human rights, LGBTQIA+ rights, disability rights, and intellectual property rights. 

Matthan Vincent Sawian

Matthan Vincent Sawian holds a Master's degree in Tourism and Administration from Amity University, Kolkata and Bachelor's degree in Sociology from St. Edmund's College, Shillong. Previously, he interned with Meghalayan Age Limited, and his interest lies in the ever-evolving tourism sector.

Mebanialam Tang

Mebanialam Tang holds a Master's degree in Politics and International Relations from Pondicherry University, Puducherry and a Bachelor’s degree in Foreign Languages (Arabic) from Jawaharlal Nehru University, New Delhi. In his previous roles, he worked in research, digital communications, and media outreach. His principal areas of interest in public policy include education, technology, health, and politics.

Nakiwanlang K Shullai

Nakiwanlang K Shullai holds a Master's degree in Ecology, Environment, and Sustainable Development. She has work experience in resource management and land ecology, human rights, food security, and communication. Her work has been published by the Northeast Social Research Centre and The Northeast Today.  Her area of interest includes climate change, food systems, natural resource management, public policy, and sustainable development.

Sanaphisha Linda Richmond Tariang

Sanaphisha Linda Richmond Tariang holds a Master’s degree in Social Work and an undergraduate degree in Sociology. She has also qualified UGC-NET and has interned with the Government of Meghalaya’s Department of Social Welfare under the ICDS as well as the ICPS. She is an advocate for developmental goals for children, focusing on nutrition, health, education, and the protection of children from delinquency and sexual offences.

Sweety Angelirie Kharumnuid

Sweety Angelirie Kharumnuid holds a Master's degree (Gold medallist) in Library and Information Science from North Eastern Hill University (NEHU), a Bachelor's degree in Economics from St. Edmunds College. She has also submitted her Ph.D in NEHU's Department of Library and Information Science. Her area of interest is traditional knowledge, documentation, bibliometrics, scientometrics and research ethics. She is also qualified for the UGC NET (JRF) and has published papers in national and international journals indexed in SCOPUS & WoS and presented her papers in international and national conferences.
