Shri V. Muraleedharan, born on 12 December 1958 in Kanuur District of Kerala to Shri Gopalan Vannathan Veettil and Smt. Devaki Namballi Vellam Velli, was sworn in as a Union Minister of State on 30 May 2019 by the President of India.

Shri V. Muraleedharan officially took charge as Minister of State for External Affairs and Minister of State for Parliamentary Affairs on 31 May 2019.

After graduating in English Language and Literature from Government Brennen College, Thalassery, Kerala. Shri Muraleedharan started his journey as an activist in socio-political affairs which vastly enriched his experience. He held various positions such as Vice Chairman of Nehru Yuva Kendra (under Ministry of Youth Affairs and Sports, Government of India) from 1999-2002 and later Director General, Nehru Yuva Kendra from 2002-2004.

In April 2018, Shri Muraleedharan was elected to Rajya Sabha from Maharashtra. In June 2018, he was nominated as Member to the Standing Committee on External Affairs. In June 2018, he was also appointed as a Member to the Consultative Committee for the Ministry of Railways. Later in December 2018, he was appointed as a Member of the Committee on Rules.

Shri Muraleedharan is married to Dr. K.S. Jayasree.
Harish P
Additional Secretary, Economic Relations

Since joining the Indian Foreign Service in 1990, Parvathaneni Harish has learnt Arabic at the American University of Cairo and passed the examination with distinction.

He has served in the Indian Missions in Cairo and Riyadh and headed the Post as India's Representative to the Palestinian Authority stationed in Gaza city. He was on Secondment to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) as the Chief of the Policy Analysis Unit at UNRWA Headquarters in Gaza.

He thereafter worked in the East Asia and External Publicity Divisions in the Ministry of External Affairs. For a period of five years since 2007, Harish was the Joint Secretary and Officer on Special Duty to the Hon'ble Vice President of India and Chairman of the council of States of the Indian Parliament. Harish was Consul General of India, Houston, USA since during 2012-2016. He was Ambassador of India to the Socialist Republic of Vietnam during April 2016-June 2019.

Parvathaneni Harish is a gold medalist Mechanical Engineering graduate from Osmania University College of Engineering, Hyderabad and has studied at the Indian Institute of Management, Calcutta.
Sanjay Bhattacharyya

Sanjay Bhattacharyya was born in New Delhi in 1962.

He studied Economics at St. Stephens College, University of Delhi and at Delhi School of Economics. He learnt Chinese at the Chinese University of Hong Kong.

He joined the Indian Foreign Service in 1987. In a career of over three decades, he has worked overseas in Hong Kong (1989-1992), Beijing (1992-1995 and 2002-2005), Brussels (1998-2001), Tokyo (2007-2010), Dhaka (2010-2012), Ambassador of India to Egypt (2015-2018) and Ambassador of India to Turkey (2018-2020). In Headquarters, he has served in East Asia, Americas and Finance Divisions and as Joint Secretary [South] (2012-2015), before assuming charge as Secretary (CPV & OIA) in January 2020.

He has contributed a chapter on "India and China: New Directions" in Indian Foreign Policy - Challenges and Opportunities (2007) and "India and Egypt: New Partnership in the New Era” in Asian Perspectives (2017).
T S Tirumurti

T S Tirumurti joined the Indian Foreign Service in 1985. His previous diplomatic assignments include postings in Cairo, Permanent Mission of India in Geneva, Representative of India in Gaza, Washington D.C, Deputy Chief of Mission in Jakarta and High Commissioner in Malaysia. He has also served as Under Secretary (Bhutan), Director (Foreign Secretary’s Office), Joint Secretary (Bangladesh, Sri Lanka, Myanmar and Maldives) and Joint Secretary (United Nations Economic and Social) during his stints at the Ministry of External Affairs, New Delhi.

He holds bachelor’s degree in commerce and a master’s degree in Law.


Vini Mahajan
Additional Chief Secretary

Vini Mahajan is the Additional Chief Secretary, Investment Promotion and Industries &  Commerce. Apart from this, she also holds the charge of Additional Chief Secretary,   Information Technology and Governance Reforms & Public Grievances in Government of Punjab. An Economics graduate from Lady Shri Ram College, she completed her MBA from Indian Institute of Management Calcutta in the year 1987 and joined the Indian Administrative Service in the same year. She also was a Hubert Humphrey fellow based at American University in Washington DC. During her term as Additional Chief Secretary of the Department of Revenue, Rehabilitation & Disaster Management, Punjab became the first state in the country to roll out the National Generic Document Registration System. Many other IT initiatives were also started, including an online Revenue Court Management System. Prior to such innovative measures,she was ACS/ Principal Secretary of the Department of Health and Family Welfare since April 2012 and concurrently served as Principal Secretary Department of Medical Education and Research.
