Meghalaya Legislative Research Fellowship

The Government of Meghalaya has collaborated with the Indian School of Business (ISB) to advance its efforts for research-driven policy formulation and implementation in the state of Meghalaya. A unique programme, Meghalaya Legislative Research Fellowship (MLRF), has been introduced by the State Government, in partnership with Bharti Institute of Public Policy (ISB), to aid research and advocacy for Meghalaya legislators. As knowledge and executing partner for the programme, Bharti Institute will be responsible for selecting, training, and mentoring fellows for the Meghalaya Institute of Governance, the nodal agency for MLRF, through a structured two-year programme.

Objectives of the Fellowship

  • Empower the Meghalaya State Legislative Assembly through a structured fellowship programme.
  • Facilitate support for research and data analysis for the honorable members of the Meghalaya Legislative Assembly.
  • Enabling research and evidence-based policy insights to be available for the legislators.
  • Support legislators directly in several items of legislative business, like the Questions, Adjournment Motions, Calling Attention Notices, including Private Member Bills.

First Training Workshop for Maiden Cohort

In January 2022, a cohort of 12 Legislative Fellows and Two Data fellows from the state of Meghalaya, recruited after a three-month long competitive process, was inducted for five-day orientation and training workshop at Meghalaya Administrative Training Institute, Shillong. To realise the overall objectives of the fellowship programme, the respective fellows must go through a comprehensive module of training sessions and field exposure visits.

Intensive training in political science, public policy, public administration, international affairs coupled with research methodologies, governance and public management will be facilitated through multiple workshops across the fellowship period, supplemented by various expert sessions. The pedagogy of training involves introducing the fellows to the theoretical, contextual, and practical tools to understand and solve complex problems. There will be a five-day training workshop focussing on the understanding of public policy and governance issues in general; and legislative, legal, socio-economic and implementation issues in Meghalaya, particularly. After the first training workshop, the fellows will begin to interact with various stakeholders within the different structures of the government. A weekly deliverable plan would be shared with the fellows and followed up by ISB. During this process, the nodal agency (MIG) would coordinate with the Hon'ble Speaker’s office, to nominate the legislators to whom these fellows would assist. The next round of workshops, planned after 1-2 months of the first one, will train the fellows to actively research and report to the legislators regularly on different issues.

This first-of-its-kind initiative envisaged by a State Government in North-East India, in partnership with the country’s premier business and research Institute, not only paves way for data-driven governance, but also provides lucrative career opportunities for the State’s youth to contribute to policy making and practice.

After successfully recruiting 12 Legislative Fellows and 2 Data fellows, the Bharti Institute of Public Policy now looks to hire a Senior Consultant for the project. The work location will be Shillong and the candidate will work closely with the Associate Director of the Institute, and Research and Data Fellows who will also be based in the Meghalaya Capital.

Job Outline for the Sr. Consultant (Projects):

  • The candidate will be aligned with the MLRF fellows and MIG teams and will act as a liaison between Bharti Institute and MIG.
  • Help us with end-to-end coordination required for the smooth delivery of the project.
  • Assist in designing and finalising the training modules for the fellows
  • Assist in logistically organising the periodic training programs for the fellows and ensure seamless delivery of the content
  • The candidate will be in constant touch with the fellows and act as a mentor to resolve any of their issues
  • The candidate needs to oversee the activities of the project, purchase of material, as well as manage the relationship with the partners
  • Responding to the various queries flowing in from different sources.
  • The candidate will update the AD and ED of the Institute regarding the progress of the fellows and assist in mitigating any challenge faced by them

Job Specification/ Key Skills

  • Master’s in Social Sciences, Humanities, Public Policy, Statistics, Data Analytics & Geoinformation, Natural Sciences and other interdisciplinary degrees, with relevant social sector experience.
  • Good Managerial and communication skills. Strong Background in Project management
  • Ability to work diligently on tasks that may be tedious but are crucial for projects.
  • The candidate must have high standards in terms of quality of work, attention to detail, ability to multi-task and absolute commitment to task completion.
  • Knowledge of the local language is preferred, but not essential.

This is a One-year consultancy position (extendable for another year) with an initial probation of 3 months. Based on the probation evaluation, the consultancy will be extended.
