Job Summary
The State Coordinator – Uttar Pradesh will serve as BIPP’s resident representative and primary coordination anchor for its engagements with the Government of Uttar Pradesh. Based in Lucknow, the State Coordinator will facilitate day-to-day coordination across BIPP’s ongoing and upcoming projects in the state, working closely with government departments, state agencies, BIPP project teams and ISB faculty to enable effective implementation and timely delivery.
The role will currently support ongoing BIPP’s engagements in Uttar Pradesh, A key mandate of the position will also be to strengthen and expand BIPP’s engagement portfolio in the state. The State Coordinator will proactively identify emerging policy priorities and opportunities for collaboration with the state government, develop relationships with prospective government and institutional partners, and support the conversion of these opportunities into research, advisory, evaluation, capacity-building, and other engagements for BIPP.
Job Specifications
Knowledge / Education:
- Master's degree or equivalent in Public Policy, Public Administration, Development Studies, Economics, Management, or a related field from an institution of national repute.
- Familiarity with the Government of Uttar Pradesh administrative structure and the state's data, IT, and e-governance policy landscape.
- Working knowledge of the Digital Personal Data Protection (DPDP) Act, 2023 and national data governance frameworks is desirable.

- Strong stakeholder and relationship management skills, including engagement with senior government officials.

- Demonstrated ability to navigate government systems and coordinate across multiple departments and agencies.
- Strong business development orientation, with the ability to identify opportunities, understand government requirements, and develop potential engagements.
- Ability to develop concept notes, proposals, presentations, and other materials for prospective government and institutional engagements.
- Ability to work across multiple projects and teams and manage competing priorities and government dependencies.
- Strong written and oral communication skills in Hindi and English.
- Entrepreneurial drive, initiative, and ability to independently build and sustain institutional relationships.
Desirable Experience:
- 5–10 years of experience in government, consulting, development sector, public policy, programme management, or related roles.
- Experience working directly with state governments and coordinating multi-department or multi-stakeholder engagements.
- Demonstrated experience in business development, partnership development, government advisory, or developing new institutional engagements.
- Experience contributing to proposals, concept notes, bids, or other forms of engagement development would be preferred.
- Experience managing or coordinating government-, donor-, or institution-funded projects.
- Exposure to research, policy advisory, evaluation, capacity building, or government reform initiatives is desirable.
