Bharti Institute of Public Policy at the Indian School of Business in association with the Meghalaya Institute of Governance, Government of Meghalaya, successfully conducted the third fully residential Public Policy Workshop for Meghalaya Legislators.
The hon'ble Speaker of the Meghalaya Legislative Assembly, Sh. Thomas A Sangma, the Leader of the Opposition Sh. Ronnie V Lyngdoh, the Government Chief Whip, Sh. Nujorki Sungoh, and the Opposition Chief Whip, Sh Saleng A Sangma, along with 35 members of the Meghalaya Legislative Assembly and 20 officials of Meghalaya Legislative Assembly and Meghalaya Institute of Governance attended the workshop, held at the ISB campus from 16-18 November 2023.
The workshop commenced with an introductory session by Dr Aarushi Jain, Policy Director of the Bharti Institute of Public Policy, focusing on understanding the Meghalaya Legislative Research Fellowship and activities to advance the constituency development plans.
During the workshop, the participants engaged in a series of insightful sessions led by eminent speakers including Amarjeet Sinha, IAS (retd.) former Advisor to the Prime Minister, who shared his insights on the “Last Mile Policy Implementation”; Venu Rajamony, former Ambassador of India to the Netherlands who discussed the “Opportunities for Cooperation with Foreign Countries”, highlighting the best practices and international collaborations, specifically focusing on Kerala. Dr Pushpinder Puniha, IRS (retd.) Financial Advisor to Board of Control for Cricket in India (BCCI) led a session on “Public Finance Analysis”; Prof. Ashwini Chhatre, Executive Director, Bharti Institute of Public Policy, held a session on "Forest Economy and Improving Livelihoods”, emphasising initiatives to improve livelihoods through the forest economy.
Prof. Chandrasekhar Sripada, Executive Director, Human Capital and Leadership Initiative at ISB, explored “Public Leadership and Change Management” during his session while Prof. Anjal Prakash, Research Director, of Bharti Institute of Public Policy, discussed “Climate Change and Sustainable Governance,” emphasising the need for sustainable solutions to climate change challenges. T Vijay Kumar, IAS (retd.), delved into "Natural Farming for People and Planet: Role of Women Empowerment," sharing lessons from AP community-managed natural farming while R Subrahmanyam, IAS (retd.), former Secretary, Ministry of HRD, Government of India, shared insights on "Towards Educational Excellence: Agenda for reform in Meghalaya."
The workshop had a session on "Leading Change by Building State Capability: Introduction to Government Innovation Lab" by Sampath Kumar, IAS, Director General of MIG, Vice Chairperson of MLRF, and Principal Secretary and Development Commissioner, Government of Meghalaya. Lauding the workshop and the existing ties of the Meghalaya government with ISB, he said, “We look forward to strengthening the existing collaboration between the Government of Meghalaya and the Indian School of Business. These workshops go a long way towards collaborative governance thereby facilitating discussions between the academia, executive and the legislature”.
The cohort also visited the T-HUB and interacted with officials who provided them with a guided tour besides facilitating interactions with startups, and networking opportunities. The workshop also provided an excursion opportunity to the Telangana State Integrated Command and Control Centre, a unique state of art centre of the country.
