The Piracy-Malware Nexus in India: A Perceptions and Experience and Empirical Analysis

Executive Summary

In this study, authors Dr. Paul A Watters, Dr. Shruti Mantri, Professor Manish Gangwar examine the link between digital piracy, malware and cyber threats as it exists in India. To accomplish this, they use the Perceptions and Experience Study and the Empirical risk analysis.

The first method involved a national level consumer survey that assesses public understanding of the relationship between piracy and malware. The respondents recognized piracy sites as risky, rating them higher than adult content or gambling advertisements. A key observation was that individuals in the 18-24 age bracket  demonstrated the riskiest online behavior, thereby exhibiting the least cyber risk awareness.

In this study, leading and mid-range piracy websites in India were compared to the popular mainstream sites and ‘scam’ piracy sites that contain no pirated content. Surprisingly, piracy sites were found to carry nine- fifteen times cyber risk more than mainstream controls.

A revelation in the study was that is significant under estimation of perceived and actual cyber threats among Indian consumers. The findings highlight a need not only for stronger enforcement against oraganised piracy networks but also targeted awareness campaigns, especially aimed at the younger users to strengthen digital safety and reduce risky behaviour.

Treat digital piracy as an economic offence, strengthen and empower enforcement units to dismantle piracy syndicates.

Design demographically focused education campaigns, particularly for the susceptible age groups, to address the gap between perceived and actual cyber risk.

> Institute uniform IP and Cybercrime Enforcement Frameworks

Establish clear cybercrime laws and dedicated IP crime units for consistency in investigation and prosecution of nation-wide piracy offences.

> Incorporate cyber risk warnings into digital ecosystem

Mandate digital platforms and ISPs to display risk alerts about malware, phishing, and data theft threats associated with piracy and scam websites.

> Foster Industry-Government and Cybersecurity Agencies Collaboration

Strengthen intelligence sharing among government, cybersecurity agencies and industry in identifying high-risk piracy domains and debunk malware networks.
