Job Description

Job Purpose:

The Data Governance Lead is a senior deputed position within the State Data Authority (SDA) of Uttar Pradesh, based at the State Transformation Commission (STC), Lucknow. The role is deputed from the Government of Uttar Pradesh and serves as as onsite support to Bharti Institute’s technical and advisory team.

The Data Governance Lead will own the development, consultation, and formal approval of all governance instruments, the State Data Governance Framework, Standards Manual, Data Classification Policy, departmental SOPs, and Onboarding Framework in close collaboration with the Bharti Insitute. The person will lead inter-departmental coordination, stakeholder engagement with senior government officials, and compliance monitoring across Year 1 of the SDA programme.

This role is central to building the SDA’s institutional authority and ensuring that government departments across Uttar Pradesh get the support to adapt and implement the Framework properly.

Job Outline:

The Data Governance Lead will carry out the following key activities:

  • State Data Governance Framework: Lead the co-drafting, inter-departmental consultation, and formal approval process for the State Data Governance Framework v1.0, coordinating review by the Governance Council, secretariat, and relevant line departments.
  • Standards & Policy Development: Oversee the development of the Standards Manual, Data Classification Policy, Data Sharing Protocols, and departmental SOPs in collaboration with BIPP; ensure instruments are grounded in the DPDP Act 2023 and state IT policy.
  • Departmental Coordination & Onboarding: Lead stakeholder and veto-player mapping and readiness assessments in Q1; coordinate the formal onboarding of pilot departments in Q3; ensure that Data Owners and Data Stewards are nominated and oriented in each department.
  • Compliance Monitoring: Oversee the development of monitoring dashboard, review the Compliance Report. Track and report departmental adherence to the Framework to the Governance Council.
  • Year 2 Planning: Contribute to the Year 2 Interoperability Roadmap; liaise with NIC / UPSDC on Year 2 production infrastructure requirements; support BIPP in planning for expanded departmental coverage.

Job Specifications


Knowledge / Education:

  • Master’s degree or equivalent in Public Policy, Public Administration, Information Management, or a related field
  • Working knowledge of the Digital Personal Data Protection (DPDP) Act, 2023 and national data governance frameworks
  • Familiarity with Government of India and Government of Uttar Pradesh data, IT, and e-governance policy landscape

Specific Skills:

  • Policy drafting and governance document development in a government context
  • Senior stakeholder engagement and inter-departmental coordination at secretariat level
  • Ability to translate technical data concepts for non-technical government audiences
  • Strong written and oral communication in Hindi and English
  • Facilitation of formal consultations, workshops, and high-level committee meetings

Desirable Experience:

  • 8–15 years of experience in government administration, IT/data policy, or public sector programme management
  • Prior experience in data governance, information management, or e-governance initiatives is strongly preferred
  • Experience working across multiple government departments or at the state secretariat level is highly advantageous
