About the TA Facility at ISB-BIPP - Overview :

Meghalaya District Research Fellowship (MDRF) Programme to be launched under the auspices of the Planning Investment Promotion and Sustainable Development Department (PIPSDD), Govt of Meghalaya of the Government of Meghalaya, with the Bharti Institute at the ISB serving as the knowledge and implementation partner. This initiative would be transformative to engage educated, experienced, and dynamic young individuals to work closely with the state government at District level to promote transparency, accountability, and efficiency in public office. The programme seeks to foster growth and development in the state by supporting the District Magistrate & Collectors in implementation of various development schemes and addressing issues at the district level.

Job Purpose :

The Senior District Research Fellow would coordinate with districts and compile district-wise progress reports for different initiatives and schemes at the state level and also compile the grievances raised in the CM Connect helpline for different districts under various sectors/domains like education, women’s safety, health and sanitation, higher education, e-governance etc. In this role, the Senior District Research Fellow would provide convergence between various Meghalaya state government stakeholders and departments within the state administration to re-engineer processes and solve implementation challenges at district level.

Job Outline :

  • The Senior District Research Fellow will be a part of the ISB team at Shillong, Meghalaya that will work in close conjunction with the fellows at district level.
  • The incumbent will work closely with the district fellows in field locations who will undertake data capture and research for identified research needs to support MDRF.
  • She/He will work in building research questions, b) enable the sharing of and understanding of the research questions amongst the fellows  c) work with the fellows during the course of the research to ensure progress and outputs as planned for, d) take data at regular and continuous intervals from the field locations and e) will work with the data and undertake the required analysis to convert into knowledge products and inputs that will support state practitioners and policy enablers as support for the district administration. 
  • She/He will also analyse data for inputs to the Data Scientist who will undertake further advanced analytics of the data.
  • She/He will work closely with the KMCO team to ensure that the research output is carried forward with all the key & vital information and inputs in communication, outreach and in knowledge products. She/He will undertake writing out the knowledge products (a first draft for KMCO team to build on) based on the research and the associated analytics.
