Indian School of Business (ISB), in partnership with Ministry of External Affairs, Government of India, organised the first of its kind Deccan Dialogue, which is a dialogue on Economic Diplomacy for Development scheduled on Sunday, May 6, 2018 at ISB, Hyderabad campus.

The objective of ‘Deccan Dialogue 2018’, was to explore and strengthen partnerships for promoting economic diplomacy at the grass root level, and reinforce the crucial role of various stakeholders, including local business leaders, young entrepreneurs, and State governments, in advancing trade and investment relations and maximising the benefits of economic diplomacy. 

The maiden edition of Deccan Dialogue 2018 focused on: an inaugural session on a ‘Roadmap for Economic Diplomacy for Development’; Dialogue 1 on ‘Taking Economic Diplomacy to the Grassroots for Strengthening Development Partnerships’; Dialogue 2 on ‘Young Entrepreneurs as Drivers of Innovation and brand ambassadors of economic diplomacy’; Dialogue 3 on ‘Smart Cities and Sister City Engagement’; and a Valedictory Session on ‘Engaging States to Strengthen Economic Diplomacy’. 


 

Gen V K Singh (Retd), Hon’ble Minister of State for External Affairs, inaugurated the conference, and Shri K T Rama Rao, Hon’ble Minister for Industries & Commerce, IT&C, MA&UD, NRI Affairs, Government of Telangana, delivered the keynote address in the inaugural session. A galaxy of other key speakers were invited to share and enrich the conference proceedings.

Deccan Dialogue is envisioned to be an annual multi-stakeholder conclave bringing together policymakers, representatives from business, diplomatic and strategic community, media, and academia on a common platform, to engage and deliberate on emerging aspects of economic diplomacy, development, and decentralised cooperation.

The Conference on Economic Diplomacy for Development is jointly organised by the Indian School of Business and the Ministry of External Affairs, Government of India under the Deccan Dialogue banner. Dialogue I: Taking Economic Diplomacy to the grassroots for strengthening development partnership
 
We are currently running through a phase where a degree of healthy competition among the federal states, encouraged by the Union Government, are enabling them to have trade and investment partnerships for accelerating economic development, though within the parameters of national diplomatic considerations. In this new form of cooperative federalism, local governments of different democratic federal nations come together for win-win engagements to promote trade and investments. Industry and business leaders are important
stakeholders in this process. The panel will explore new avenues and approaches for strengthening economic diplomacy at the grassroots and how the corporate world can contribute to and maximise the benefits of economic diplomacy.

Dialogue II: Dialogue on Water Diplomacy: Challenges and Opportunities in regional cooperation
 
Background: Water management and fair distribution of water is an issue of growing significance on the international agenda. Water problems are complex because they cross physical, disciplinary and jurisdictional boundaries. Water cuts across all of today’s challenges worldwide: population, demographic growth, urbanization, pollution, climate change, and environmental and financial crises. There can be no development, without addressing the question of water. Water diplomacy is about dialogue, negotiation and reconciling conflicting interests among regions. There is an urgent need for water diplomacy - for dialogue and negotiation among decision-makers from all levels of government and the private sector, as well as international organizations and NGOs - to address the challenges ahead in a holistic and sustainable manner. This panel will discuss international cooperation over shared water resources and water diplomacy as an approach to conflict transformation, peace-building and regional cooperation.

Dialogue III: Young Leaders as drivers of Innovation and brand ambassadors of economic diplomacy
 
Young and bright minds fresh from college, with great ideas and full of aspirations are the real drivers of innovation and change. With their entrepreneurial zeal, they can create great opportunities for global collaboration and advancing economic relations. In fact, they are potential brand ambassadors of economic diplomacy. India has created a very effective ecosystem for supporting innovation and entrepreneurship through initiatives like Start-up India and Stand-up India, where young minds are encouraged to pursue their game-changing ideas. An important ingredient for their success is having avenues for global linkages and access to latest technological developments. Cooperative partnerships among countries at local levels will help young entrepreneurs in pursuing their dreams and becoming successful champions of economic diplomacy.

DIALOGUE IV: SMART CITIES AND SISTER CITY ENGAGEMENT

Background: An important framework for economic cooperation is through ‘sister-city or twinning agreements' between provinces/city administrations of different countries. Many State governments have been proactive in tying up with provincial governments and local administrations of other countries. The objective of such tie ups are to work together in select areas that would lead to not only strengthening trade and business but also jointly address developmental issues - like quality education, health, environment, sanitation, urban development, sustainable cities, skill development etc. The Indian cities have already signed around 50 sister-city agreements with local administrations of many of the developed countries. Sister-city cooperation assumes further importance in the context of smart cities and sustainable cities and the SDGs. The panel will focus on how 'sister city agreements' could be made more effective tools for promoting economic diplomacy.
