Andrew Fleming

Andrew Fleming joined the British Civil Service in 1986 and has held a wide variety of positions in both the Home Ministry and the Foreign Service. He has served substantively in Uganda, Ghana and most recently Nigeria but has worked on International Policy issues in many parts of the world including South Asia.

He has specialised in the fields of migration and community cohesion and worked as a senior policy advisor in both areas. He is an experienced negotiator and led UK teams seeking both bilateral and multilateral agreements in a variety of contexts.

In both Ghana (2008) and Nigeria (2015) he is proud to have been at the forefront of UK election observation in two of the closest contests Sub Saharan Africa has seen. In Nigeria, he also led on anti-corruption successfully lobbying for Nigeria to join the Open Government Partnership, oversaw activity around the prosperity agenda and passionately championed Chevening.
