Sessions

Panel-1: Health financing as a lever to drive better health outcomes

India is currently undergoing an epidemiological transition, shifting from acute and communicable diseases to non-communicable and chronic conditions. This transition highlights the need for a new value-based approach to health financing and delivery. Achieving equitable access to quality healthcare for all citizens poses a challenge, particularly considering the relatively low healthcare spending in countries like India. In 2022, the total average out of pocket and public expenditure as a percentage of GDP among Organisation for Economic Co-operation and Development (OECD) countries was 9.2%, contrasting with India's lower figure of 3%. Notably, around 48% of the health expenditure in India is out of pocket. To complement government efforts and reduce out-of-pocket expenditure, there is an imperative to evolve supply-led initiatives, such as health insurance, focusing on better coverage and effectiveness of these schemes. A panel of experts, including policymakers, insurance regulators, providers, and global health experts, will collaborate to ideate how changes to financing can drive improved health outcomes in India.
