• Prof: Ashwini Chhatre, Executive Director, Bharti Institute of Public Policy: “The policy world has changed a lot in the last 10 years because of advances in technology allowing for a more diverse and larger number of stakeholders to be able to voice their opinions, concerns and oppositions quite vociferously. Technology has served a great purpose in strengthening our policy process, and our outcomes are stronger now because more voices are included during the consultative process”.

• Dr Aarushi Jain, Policy Director, Bharti Institute of Public Policy: "Public Policy is a process and not a product. Policy Design, Implementation and Analysis need focus thereby enabling policies to be successful. The challenges need to be proactively identified and policy processes modified, as per the feedback. Public Policy Dialogues is a platform where practitioners, academics and businesses come together to deliberate on these policy challenges and suggest road maps that can guide future policies.".

• Prof Anjal Prakash, Research Director, Bharti Institute of Public Policy, on Climate Change: “Due to global warming, the world is expected to reach 1.5-degree warming by the middle of the century. Each fraction of warming has an impact on the lives and livelihoods of India. Science has shown that we are already breaching the limits of adaptation, and beyond 1.5 degrees of warming, it would not be feasible for people to adapt. Mitigation is a new mantra which requires concerted planning. Talking about climate migrants, he shared that the new displacements by disasters breakdown by hazards between 2008 and 2020 showed that about 90% of migrations were from climate hot spot regions. Worldwide, 1.6 billion people live in 'vulnerability hotspots', projected to double by 2050. Climate action is urgent for human survival”.

• Amarjeet Sinha, (IAS Retd) and Former Advisor to the Prime Minister: “Unfortunately, India lacks the crucial aspect of practicing evidence-based research first in the public policy domain unlike the western countries that thrive on this traditionally. Look at the National Health Service (NHS) policy in the UK, wherein the best universities of the country constantly research various facets of healthcare before new policies come into force or even the existing ones are amended. In India too, there needs to be a convergence in evidence-based research and policy design."

• Katikithala Srinivas, IAS and Director, Lal Bahadur Shastri National Academy of Administration (LBSNAA): Highlighting the three key steps in policymaking, he said, “Firstly, policymakers need to understand the nature of their citizens during policy design stage. Secondly, policy design should be a participatory process with interventions at the grassroots level and having simple interventions in place. Thirdly, policy design is a process of deliberations. Remember that policy is not always top-down, and the inspiration for policy need not always come from data but also from social movements. Identify the soft spots where policy can make a difference. Lastly, to avoid dealing with unintended consequences or damages, policies must be flexible, adaptable, and nimble.”

• Jugal Kishore Mahapatra, (IAS Retd.) and Former Chief Secretary, Government of Odisha: “When it comes to policy making, there cannot be one cookie cutter model that fits all in a country like India which has such diverse states both geographically and culturally.  What may work in western states may not work in northeastern states. Therefore, rolling out pilot projects goes a long way as the situation on the ground always differs from ideal cases”.

• Surendra Nath Tripathi, Director General, Indian Institute of Public Administration (IIPA): “We are the fifth largest economy in the world despite our occupier leaving us with an empty, broken bucket back in 1947, and issues of poverty and unemployment. Even today we are grappling with these problems besides an ageing population, rising gap among income groups, and the more recent ones such as climate change. Despite these issues, India has become a superpower in software—soft power. Public policy is not a one-day affair. It’s a continuous process. We want our academic institutes like Bharti Institute to become such powerful voices that the governments are forced to listen and take note of.

• Bharat Lal, Director General, National Centre for Good Governance (NCGG): “Governance: and policymaking go hand in hand. Infact, governance is a crucial part in the policy implementation process. There is ample scope for innovation in policymaking in a way that it provides equal opportunities to the marginalised communities, enabling them for further growth and overall development.”

• Dr Vijaya Lakshmi Nadendla, IAS, Joint Secretary, Agriculture and Farmers Welfare Department, Government of India: “Agriculture is nothing but 100% technology. Starting from the seed to crop, to harvest, post-harvest, storage, exports, the entire value chain is technology-based. Technology has been leading every aspect of agriculture. Right from high-quality seeds to sowing technologies, irrigation, harvesting, storage and post-harvesting, technology has been the catalyst in completing this value chain in agriculture.

• Dr G Narendra Kumar, Director General, National Institute of Rural Development and Panchayati Raj: “The service delivery of local governments in India is not very strong. However, there exists a vast potential to provide efficient service delivery. The governance in India varies and it is largely based on wide variation in the types of local governments which is again based on population. There is a tendency of the state governments to create smaller governments within and in some cases, it renders the local governments unviable for efficient service delivery. On the one hand, the devolution of functions has increased at the local government level, on the other, it has not seen a corresponding devolution of funds or functionaries (capacities to deliver public service).”
