Ulka Kelkar

Director – Climate, WRI India     

Ulka Kelkar is Director, Climate, World Resources Institute India. She is an economist with more than two decades’ experience in climate change impacts and policy. She models the economic impacts of low-carbon development pathways for India and supports climate action in Indian cities and states. She previously worked as a consultant climate assessment specialist for the Asian Development Bank (ADB) and research fellow with The Energy and Resources Institute (TERI). She was appointed by the Government of India to formulate India’s Science, Technology, and Innovation Policy (STIP 2020) in the thematic group on Energy, Environment and Climate Change.
