About the TA Facility at ISB-BIPP - Overview

The needle on nutrition in India has proven hard to move. Three factors have risen to the top for consideration. One, a focus on production and consumption of cereals is insufficient to meet the challenge; the focus must move to nutrient-dense foods (NDFs), such as fruits, vegetables, and animal-source foods. Two, in the context where most food is purchased from markets, government support towards market-based approaches should be enhanced. Three, digital technology, which has transformed lives across the country, must be brought to bear on the problem.

ISB is setting up a Technical Assistance Facility to support agriculture-nutrition policy convergence  at the Government of India, where government stakeholders of both agriculture and nutrition identify synergies, collaborate and work together, at the level of both policy design and programmes, towards improving nutrition outcomes amongst low income populations in underserved geographies by building improving accessibility, availability and affordability of NDFs amongst this target segment, with a focus on Nutrient-dense foods, and emphasis on market-based approaches.

The TA Facility will undertake major interventions both at the Centre and, in the select States. The Facility will have Project Management teams at Delhi, Patna (for Bihar), Bhubaneswar (for Odisha) and, in Hyderabad (ISB campus).

 

Job Purpose

  • The Project Specialist will play a critical role for the success of the operations of the TA Facility at the GoI.
  • She/He will be responsible for the operations and execution of the key interventions and its monitoring under the TA Facility at the GoI. As an outcome of her/his operations, she/he will also facilitate valuable inputs to other connected verticals for research and conversion to impactful knowledge and communication products. 

 

Job  Outline

The Project Specialist will undertake four key areas of operations :
  • Operationalization of the key interventions of the TA Facility at the GoI: She/He will enabling building and operationalize of a food systems dashboard aimed towards identifying opportunities from agriculture-nutrition convergence for improved nutrition outcomes amongst the target population. Multiple efforts and publicly available databases by different ministries and departments need to be seen together such that opportunities for convergence may be harnessed upon. The TA Facility will synthesize disparate existing datasets into an integrated food systems repository to enable stakeholders to interact with the data visually.
  • Project monitoring, measurement, evaluation and learning (MEL) – MEL for key interventions in States will be undertaken by ISB’s implementation partners and the incumbent will work closely with the partners in enabling the same. In addition, MEL for select key outcomes will be undertaken by the incumbent and the ISB team directly.
  • Inputs to research and KMCO-Knowledge Management, Communication & Outreach teams and, coordination and cohesive working with states and central teams: The Project Specialist will provide inputs to different verticals, based on outputs from key interventions such as from the food systems dashboard. These will be converted into research questions for rapid responsive research and outcomes in the form of knowledge products that will be undertaken by the research/KMCO verticals. The incumbent will also enable feedback systems and flow of information and knowledge between the Delhi PMU team with other PMU teams in the States and central hub, for operationalization of the key interventions and activities.  
  • Outreach and regular conversations between multiple stakeholders are important to achieve the outcomes of the TA Facility and the Project Specialist will enable all such events for the TA Facility at the Centre. She/He will work with different internal and external stakeholders in bringing together productive roundtables, discussion and, conferences.

  • Demonstrated ability for execution of large programmes and projects, panning across multiple stakeholders and regions.
  • Expertise in cross-functional operations and working with multiple stakeholders in projects/programmes.
  • Experience of working in development/social impact sector and/or agriculture/nutrition/gender/climate experience will be an added advantage.
  • Skills in working with data systems will be an added advantage.
