About the TA Facility at ISB-BIPP - Overview

The needle on nutrition in India has proven hard to move. Three factors have risen to the top for consideration. One, a focus on production and consumption of cereals is insufficient to meet the challenge; the focus must move to nutrient-dense foods (NDFs), such as fruits, vegetables, and animal-source foods. Two, in the context where most food is purchased from markets, government support towards market-based approaches should be enhanced. Three, digital technology, which has transformed lives across the country, must be brought to bear on the problem.

ISB is setting up a Technical Assistance Facility to support agriculture-nutrition policy convergence  at the Government of India, where government stakeholders of both agriculture and nutrition identify synergies, collaborate and work together, at the level of both policy design and programmes, towards improving nutrition outcomes amongst low income populations in underserved geographies by building improving accessibility, availability and affordability of NDFs amongst this target segment, with a focus on Nutrient-dense foods, and emphasis on market-based approaches.

Job Purpose

• The vision for the ‘Technical Assistance Facility to Advance India's Ag-Nutrition Convergence Agenda’ is to support GoI to improve nutrition outcomes through ag-nutrition convergence, with a focus on Nutrient Dense Foods (NDFs) and the use of markets, technology and policy for improving availability, accessibility and affordability of NDFs to low income consumers in underserved geographies.
• The Sr. Policy Manager will play a key role in enabling the TA Facility realizing its outcomes. He/She will be based in Delhi, within the Ministry of Agriculture & Farmers’ Welfare (MoA), and will anchor the work of the TA Facility in the Central Ministries and facilitate coordination of the key interventions and activities of the TA Facility.

Job Outline

• The Sr. Policy Manager will set up and lead the Project Management Unit (PMU) within the MoA for the TA Facility. The incumbent will be responsible for the functioning of this PMU of the TA Facility.
• The incumbent will enable, facilitate and undertake the implementation design, operationalizing, measurement & monitoring of the key activities and interventions of the TA Facility, with a focus on creating lasting pathways at the GoI for agriculture-nutrition convergence. He/She will liaison with the key stakeholders in the Central Government, across ministries and, institutions and organizations in enabling the operations of the TA Facility.
• He/She will work in conjunction with ISB-BIPP’s central PMU (based in ISB, Hyderabad) and States’ PMU teams for the key activities of the TA Facility; covering agriculture-nutrition policy convergence, interventions, rapid responsive research, knowledge management, communications and outreach for the TA Facility.
• The incumbent will also correspond and coordinate with the research facility (Policy Support Research Facility-PSRF) as one of the key ISB-BIPP’s representatives towards the objective of ag-nutrition convergence at the GoI. (PSRF & TAF are facilities aimed at agriculture-nutrition convergence at the GoI, PSRF through research and TAF through technical assistance, interventions & activities).
• In addition, the incumbent will work closely with the Policy Director at ISB-BIPP and will be responsible towards furthering BIPP’s policy initiatives and interventions at the GoI.

• Experience in agriculture/nutrition/gender/climate will be an added advantage
