While most budget analyses emphasise the greater multiplier effect of capital expenditure on GDP, ISB Professor Prasanna Tantri offers a different perspective. He argues that targeted social sector spending by the government has the potential to boost the national income significantly.

In an opinion piece in The Times of India, Professor Tantri highlights that a bottom-up approach can be useful in identifying problem areas, and subsequently designing a capital or revenue expenditure scheme. He also opines that while designing social sector schemes, it is important to ensure that the scheme incentivises work rather than substituting it.
