The report seeks to answer the question – How much of the gap between the unsubsidized cost of renewable energy could the federal government cover without state support? It was found that long-term, debt-related policies are most cost-effective compared to existing policies and that reduced cost, extended-tenor debt is more cost-effective than the primary existing policies at current support levels.
